Sea and river passenger vessel tripping licence
11 January 2013
It is proposed to offer four licences under separate tender for the operation of sea and river passenger tripping vessels from designated locations within Whitby Harbour.
Whilst Scarborough Borough Council intends to award four licences, award is restricted to a maximum of two licences per individual/organisation.
Applications are invited from suitably experienced providers. A completed Invitation to Quote will be required for all individuals/organisations wishing to be considered which will include confirmation of compliance with all legal and Harbour requirements in relation to the passenger vessel tripping, evidence of previous experience, vessel specification and a financial bid

Two Vacanies for Whitby Port Management Board
Are you interested in how the Port of Whitby is managed?
Do you feel you have lots of ideas and skills that can help to improve the
port?
The appointments are for the duration of the pilot scheme until March 2013 with
the possibility of them being extended subject to the final review of the pilot
scheme.
You will also need to live within a reasonable distance of the port of Whitby,
and familiarity with local issues in the region surrounding the port would be
highly desirable.

Winter Moorings at Scarborough Harbour
20 October 2011
As in previous years there are a limited number of spaces available for winter moorings on the inner harbour pontoons. These berths are available to existing customers between 1 November 2011, for the period of Four or Five months, up to 31 March 2012.
All applicants will be placed into a draw, which will take place at Scarborough Harbour Office in the presence of Mr Alan Parker, Chairman of the Scarborough Harbour Operational Consultative Group at 10am on Wednesday 26 October 2011.
If you wish to be included in the draw please make your application in writing to the Scarborough Harbour Office, 18 West Pier, Scarborough, YO11 1PD or by e-mail to port.services@scarborough.gov.uk. The closing date for applications is Tuesday 25 October 2011 at 12 noon.
Winter Moorings and Storage at Whitby Harbour
20 October 2011
Vessels, which remain on a pontoon after 23 November 2011, will be invoiced for the relevant winter mooring fees.
Storage rates are now charged at a daily rate and summer storage rates will apply to all vessels which are located on the car park before 31 October 2011 (36p per metre per day + VAT) and after 15 April 2012 (38p per metre per day + VAT). Winter storage rates, at 18p per metre per day + VAT will apply between 1 November 2011 and 14 April 2012.

The Council manages and operates the ports of Whitby and Scarborough and the Filey Coble Landing on the beautiful North Yorkshire coast. It is keen to maximise the potential of the ports including the significant opportunities arising from the future development of offshore windfarms.
The Borough Harbour Master is responsible for the general operations of the Authority's Harbours including statutory legal compliance. The successful applicant will hold the minimum Standards of Training, Certification and Watchkeeping qualifications to act as relief Master of the Council's dredging system and be competent, following training, to act as ships pilot for the ports of Whitby and Scarborough. Previous command experience and port mangement skills would be desirable.
A generous leave and flexible working scheme is available along with the opportunity to join the local Government pension scheme.

Floating Pontoon Berths available at Whitby Harbour

We currently have availability for a sailing yacht to a maximum of 16 metres on the Church Street Pontoon at Whitby (berth number 38).
And a berth suitable for a sailing yacht to a maximum of 8.6 metres on the Church Street Pontoon at Whitby (berth number 18).

Whitby Marina Car Parking Charges

At the Whitby Harbour Consultative Group meeting held on 21 February 2011,
Cllr Popple confirmed that no additional car parking fees would be applied for the season beginning 1 April 2011.
Humber Coastguard
18 February 2011
The Government plans to modernise the Coastguard Service will downgrade Humber Coastguard from a 24 hour station to daytime use only.
Humber Coastguard’s operations room in Bridlington coordinates all maritime and coastal search and rescue activity between the south bank of the River Humber and the Scottish Boarder at Berwick-upon-Tweed.

Lord Nelson visits Whitby
18 August 2011
The sail training vessel ‘Lord Nelson’ is due to arrive in Whitby Harbour on Thursday 18 August 2011 at 1900hrs.
The vessel is expected to sail on Tuesday 23 August at 1000hrs.
The vessel will be berthed on Endeavour Wharf and will be open to the public on Saturday and Sunday at 1000-1200 and 1400-1600 each day. There is no charge for boarding but donations are welcome.

Key Fob Access – West Side Pontoon, Whitby

From Monday 11 October 2010 (revised date) access to the West Side Pontoons will be via the new electronic key fobs.
We would be grateful if you could return any security keys to the Marina Office as soon as possible. It is anticipated that deposits will be deducted from winter mooring fees where appropriate. Where vessels are not taking up winter moorings refunds will be arranged.

East Pier Works – Whitby Harbour
29 September 2010
The jack up rig ‘Haven Seajack I’ is being utilised as a work platform for cranage and excavation equipment to assist carrying out the necessary works on the East Pier extensions, which includes installing grout bags and piling.
The rig was positioned using the Whitby Pilot Boat and the multi-cat ‘Voe Service’ on 22 September 2010. The rig is the widest vessel to have transited Whitby Swing Bridge at 18 metres beam, with a spud leg height of 27 metres.
The manoeuvre was executed fully as planned and will need to be repeated on a further three occasions. Completion of the works is anticipated, weather permitting, early December 2010.

2011 Berthing Contracts

Berthing contracts for the season beginning 1 April 2011 will be delayed this year.
Following feedback from our customer questionnaires it is anticipated that they will be sent late November/early December with an indication of price increases for 2011.
The website will be updated further when a firm date has been set.

Harbour Satisfaction Survey 2009

As in previous years we undertook our annual satisfaction survey of Harbour Users
at Whitby and Scarborough Harbours in November 2009.
These survey
results and comments (viewable on our SBC website) will be
analysed by harbour staff and areas for improvement identified.
The results of this survey are used as one of the guides to our performance.
Annual Harbour Fees - Invoices

These are usually raised during the first few weeks in April each year. However, the Council is currently implementing a new financial system and this will delay your invoices this year.
The new system is capable of sending out invoices by e-mail and where customer e-mail addresses are held invoices will be sent via this method.

West Side Pontoons – Whitby Harbour

The electricity to these pontoons will be temporarily disconnected between 0800 hrs and 1800 hrs on Thursday 22 April 2010.
This work is necessary as part of the continuing works to the new marina facilities building.

Marina Users Facilities
29 April 2010 (updated)
During the interim period while awaiting completion of the new marina facilities, passes are available from the Marina Attendant to access the Superloo’s, on New Quay Road.
The superloos are open between 9am and 5.30pm daily for showering and toilet facilities. This provision will be extended to 7.30pm on 30 April to 3 May (Fri, Sat, Sun, Mon) and 7-9 May (Fri, Sat, Sun)
Keys for access to the temporary toilets at the Marina are available from the Marina Attendant and keys are located on the inside of the west side pontoon gate, please return these once used.

Grand Turk Leaves the Borough

The tall ship ‘Grand Turk’ which is a replica of an 18th Century Royal Navy Frigate sailed from Whitby on 16 March 2010 at 0400 hrs for St Malo.
The vessel has been purchased by French owners and is unlikely to return to the Borough.
Vincent Pier Crane – Scarborough
22 March 2010
We regret to report that the Vincent Pier Crane at Scarborough Harbour is temporarily out of order and awaiting repair.
A crane will be provided on Thursday 25 March 2010 between 1000-1400 for any bertholders who have an urgent requirement to lift in. If you wish to use this facility please notify the Harbour Office as soon as possible on 01723 373530. The usual charge for the Vincent Pier Crane will apply.
It is hoped that the crane will be operational in the near future.
Municipal Ports Review
9 March 2010
Scarborough Borough Council is seeking to recruit members to the new Port Management Board for Whitby after the proposals were approved by Full Council at its meeting held on 26 February 2010.
The new Board is being established to undertake a pilot scheme for alternative governance at Whitby Port in line with the recommendations of the Department for Transport’s Municipal Ports Review.

Endeavour Wharf – Cargo Shed & Weighbridge
31 December 2009
The cargo shed, constructed in 1996, and weighbridge is to be removed from Endeavour Wharf, Whitby. At Cabinet on 15 December 2009 Councillors agreed to accept a tender for the removal of the shed and weighbridge.
Endeavour Wharf will remain a commercial wharf for the foreseeable future and continue to be used to berth vessels, store fishing gear and for car parking.
It is expected that the area will be resurfaced and ready for use for Summer 2010.

NOTICE TO MARINERS - whitby Pier Investigations
25 February 2010
It is anticipated work will commence around the East Pier extension on Saturday 27 February 2010.
The work will be undertaken by the Jack Up platform “SKATE 2D” the vessel is restricted in its ability to manoeuvre and will display the appropriate signals/lights.
Weather permitting the work will be carried out in approximately 4 days. Vessels are requested to be vigilant while transiting the area and give a wide berth. Speed should be reduced to that consistent with the safety of both own vessel and “Skate 2D”.
Advice can be obtained from the watchkeepers on VHF channel 11.

Tall Ship Grand Turk - Sets Sail

The tall ship Grand Turk which is a replica of an 18th Century Royal Navy Frigate is due to sail from Whitby on Tuesday 16 March 2010 at approximately 04.00 hrs for the final time.
As always times and dates are subject to change at short notice due to weather conditions etc.
Endeavour Wharf – Cargo Shed & Weighbridge

Following the decision of Cabinet on 15 December 2009 to accept a tender for the removal of the shed and weighbridge.
Contractors have been on site over a week and are making good progress with the removal of the shed.
Whitby Winter Dredging Programme 2009/10

Dredging operations during the winter season are being carried out predominantly on the west side pontoons and upper channel at Whitby Harbour.
Vessels will/may be required to be moved, or be moved by Harbour Staff, on a temporary basis during this period until completion of dredging.
The timescale is uncertain due to being weather dependant.

Grand Turk

The tall ship ‘Grand Turk’ which is a replica of an 18th Century Royal Navy Frigate returned to Whitby Harbour on Friday 18 September 2009.
The vessel has been sold and will leave Whitby mid-March 2010.
The vessel will be open to the public most days between 10am and 4pm. Concessions are available for group bookings of 20 or more.

Piling Works – Whitby Harbour

Works are continuing on repairs to the pile disruption in the lower harbour.

Whitby Upper Harbour Development
The new single berth pontoons were installed during 2007 and are fully occupied.
Revetments works on the upper harbour are now completed.

Whitby Swing Bridge Centenary Celebration – Come and Join In
4 August 2009
On 8 August 2009 there will a celebration of the centenary of the Whitby Swing Bridge. Events start from 10am and full details of the itinerary can be found on the - Whitby and District Tourism Association website
There will be a ‘Sail Through’ at 4pm on Saturday, from the upper to the lower harbour, and it is hoped that as many local vessels as possible will help to celebrate this occasion.
There will be a special bridge opening at 3.30pm to allow vessels from the lower harbour to access the upper harbour in preparation of the 4pm Sail Through. Please see flyer for details.

Endeavour Wharf – Cargo Shed & Weighbridge

In line with the Ports Strategy it was decided by Cabinet on 17 February 2009 to take a twin track approach towards the cargo shed and weighbridge on Endeavour Wharf at Whitby. This report can be viewed on our Democracy website (pdf, 160kb).
The use of the cargo-shed insitu is restricted to harbour related uses only or activities consistent with the Wharf’s designation as a cargo facility.

Harbour Satisfaction Survey 2008

As in previous years we undertook our annual satisfaction survey of Harbour Users at Whitby and Scarborough Harbours in November 2008.
579 Questionnaires were sent out to existing bertholders, fishermen and passenger vessel owners in both ports with a return of 325 responses (56%). Overall satisfaction was 76.6%.
These results and comments will be analysed by harbour staff and areas for improvement identified.
The results of this survey are used as one of the guides to our performance.

Diving Operations, Whitby Piers - 30 April – 1 May 2008
Investigative work will continue on the West Pier on Wednesday 30 April and Thursday 1 May 2008.
The work will proceed from the vessel ‘Mac’ and other vessels entering or leaving the port should do so at slow speed and having due regard to the safety of the divers.
Any instructions issued by the attending boat must be complied with.
The divers and the attending vessel will be listening on VHF Channel 11 and the harbour Watchkeeper will also give advice on the same channel.
Please exercise caution while using the harbour entrance during this period.
Diving Operations - Whitby Piers
08 April 2008
The final phase of diving inspections on the Whitby Piers will be carried out between 10 and 13 April 2008.
Work in between the piers will be mainly on Thursday 10 and Friday 11 April. The divers will be attended by the vessel ‘Mac’ and vessels using the entrance to the harbour must do so at a safe speed and having due regard to the safety of the divers.
Any instructions issued by the attending boat must be complied with.
The divers and the attending vessel will be listening on VHF Channel 11 and the harbour Watchkeeper will also give advice on the same channel.
Please exercise caution while using the harbour entrance during this period.
Notice To Mariners: Diving Operations – Whitby Piers
13 February 2008
Inspection of the lower areas of the Whitby Piers and Extensions will commence on or about 20 February 2008 and will have a duration of about eleven days.
The work will be undertaken by a diving team supported by a vehicle ashore and an attendant boat.
The safety boat will exhibit the signals laid down in the International Collision Regulations while divers are in the water and will maintain a listening watch on the harbour channel, VHF 11.
All vessels entering or departing Whitby Harbour while these works are being carried out must do so at slow speed and with due caution.
The divers will maintain a close communication with the Whitby Harbour Office and up to date information can be obtained from Whitby Harbour staff on channel 11 VHF.

Draft Ports Strategy Consultation

This overarching strategy will set the strategic context for the management and future development of the Port undertakings and ‘chart a course for the future’.

Pilot Boat Survey
13 August 2007
In order to comply with the Pilot and Workboat Code the Whitby Harbour Pilot Boat ‘St Hilda of Whitby’ completed her four yearly survey to renew the Maritime and Coastguard Agency Certification.
The Waveney Class Ex-Lifeboat is in very good condition for her age and we took the opportunity to paint the vessel while out of the water.
The vessel can now continue to act as a Pilot Boat to the larger ships which visit our ports and as a general workboat around the harbour.
Balmoral Visits – Scarborough & Whitby Harbours

The historic passenger vessel ‘Balmoral’ will visit Scarborough Harbour at 12.30 hrs on Friday 13 July 2007
Then it will travel Whitby where it is expected to berth on Endeavour Wharf at 14.30 hrs and leave again approximately 15.00 hrs.
The vessel will return to Scarborough on Sunday 15 July at 14.30 hrs and again at 18.30 hrs.

New Excavator For Borough’s Dredging System

Following a successful tendering process which started in February we have commissioned a new replacement excavator aboard the dredging barge 'Saltwick'.
Marubeni Komatsu UK LTD has supplied a PC 240-Dash8 unit with the latest industry leading technology to replace the outgoing Komatsu machine. The previous Komatsu excavator gave outstanding service during its thirteen years of operation dredging the Borough’s harbours, and doubled its predicted operational life expectancy in a harsh working environment.
Cllr Beryl Christon, Portfolio Holder for Harbours and Performance Management said:
“The procurement and commissioning of this first class machine further demonstrates the Council’s commitment to maintaining the operational capabilities of its harbours and complying with legislation in maintaining navigable charted depths.
In recent years the Council has invested heavily in the replacement of its ageing dredging system to the point now where its reliability and capabilities are greatly enhanced. The system has proved to be cost effective and excellent value for money since introduced in 1993, and I am delighted that this can be expected to continue into the foreseeable future.”
Green Light for Whitby Upper Harbour Development

At a meeting of the Cabinet on Tuesday 19 September 2006 Borough Councillors gave the green light to the Whitby Upper Harbour Development.
The Council has agreed to enter into a contract with Yorkshire Forward for grant funding to support the Whitby Upper Harbour Development and following on from that, will be able to enter into construction and project management contracts to get the much needed project off the ground.
Cllr. Beryl Christon, Portfolio Holder for Harbours and Performance Management said:“I am delighted that we can now move this much needed project forward. The next step will be to begin the process of letting the contract for the works, which include new pontoons, substantial environmental improvements along the harbour front, and new improved facilities for harbour users, including small start-up business units. We hope to commence the works at the end of this year which will take approximately 12 months to complete.”
The project is in its preliminary stages although it is hoped to have some new berths available during 2007.
Oil Spill Exercise - Whitby Harbour

On Tuesday 19 September 2006 an oil spill exercise was held at Whitby Harbour. This was to comply with the Oil Spill Contingency Plan which requires an annual exercise.
In order to achieve efficiency several ports have joined together to pool resources for the training of personnel, provision of equipment and exercising. Staff from Berwick, Amble, Blyth, Sunderland, the Tyne and Whitby took part in the exercise, which was overseen by the Maritime and Coastguard Agency.
With the assistance of the crew of the ‘Grand Turk’ an oil spill was simulated in the Dock End Basin. Equipment held at the port was deployed as a first line of defence and back up was provided with a boom and oil recovery equipment from the ports Tier II supplier based at Huddersfield.
The exercise went very well and was deemed a successful and useful test of resources.
